      Forum explores jointly building Polar Silk Road

      DALIAN—A forum on jointly building the Polar Silk Road and Arctic cooperation was recently held at Dalian Ocean University. Scholars gathered for an in-depth discussion on related topics.

      According to the white paper “China’s Arctic Policy,” China hopes to work with all parties to build a Polar Silk Road through developing Arctic shipping routes. The Polar Silk Road will facilitate connectivity and the sustainable economic and social development of the Arctic.

      Yang Huigen, director general of the Polar Research Institute of China, said that conducting scientific investigation in the polar region is beneficial to the utilization of the space and resources of the region. It will also provide necessary information and guidance for competition over land use in the polar region. In order to respond to China’s need for polar development and its goal of leading the reform of the global governance system, we need to expand our overall knowledge of the south and north poles and push for progress in science and technology. Meanwhile, we need to fulfill our obligations of protecting the environment in the polar region and ensure the security of the region during our activities.

      Based on the fact that China is a “Near-Arctic State,” Li Tie, vice president of the Pacific Society of China, put forward the concept of a “Near-Arctic Area.” The area is the starting point and the key to the Polar Silk Road.

      Li pointed out that joint construction of the Polar Silk Road requires us to divide our strategic goals into practical actions at different stages. We need to let academic research boost the actions of the local government. Furthermore, we need to enhance cooperation between China and Russia in the Near-Arctic Area, and cooperate with countries around the Sea of Japan in the Near-Arctic Area.

      “The joint construction of the Polar Silk Road must deal with complex geographical and security cooperation. Therefore, we need to think of the framework of actions in such areas as the following: strategy, tactics, bi-lateral and multilateral relationships, foreign affairs, and military affairs,” said Wang Xiaoxuan, former director of the Naval Research Institute.
